Why Here?
There is a growing need for new homes across the Harborough District, and the Council has a responsibility to ensure this demand is met. The Frolesworth Road site has been identified as a draft allocation within Harborough District Council’s emerging Local Plan and is the most suitable site to deliver a thoughtful extension to Broughton Astley.
With the Council currently unable to demonstrate a sufficient housing supply, bringing this site forward will make an important contribution towards meeting local housing targets and delivering much-needed homes for the community. The site itself is well-connected and sustainably located, making it an ideal place to help meet these housing needs whilst acting as a natural addition to Broughton Astley.
How will the development be sustainable?

This approach underpins our vision for Frolesworth Road: a development that not only delivers new homes but also strengthens the fabric of Broughton Astley, enhances its local character, and provides lasting environmental benefits.
How will traffic and access to the site be managed?
Our proposals include direct access from Frolesworth Road via two new junctions designed to provide safe and efficient entry to the site. The proposed junctions will be complimented by new gateway features and signage on entry to the village from the west to assist in reducing vehicle speed on approach to the village.
As part of the planning process, we will work with Leicestershire County Council and National Highways to assess and mitigate potential impacts on the local road network, particularly along the B581, B4114, and A426.
Potential improvements may include upgrades to the Main Street, Station Road, and Cosby Road junction, where the introduction of traffic signals are being considered to improve capacity and safety. These measures will be informed by a detailed Transport Assessment and highway modelling, which will identify both on-site and off-site interventions to manage traffic impacts effectively.
The proposals will also include enhanced footway connections and explore opportunities to extend local bus services, supporting sustainable and accessible travel to and from the development
How will drainage and flood risk be managed?
Sustainable drainage systems (SuDS) will be incorporated across the development to effectively manage surface water runoff and minimise flood risk. The proposed strategy will include a combination of swales, attenuation ponds, and permeable surfacing, designed and located based on detailed technical and environmental assessments. The SuDS network will be integrated with the overall landscape and ecological framework to support biodiversity objectives and deliver multifunctional green infrastructure. These measures will enhance the site’s resilience to the effects of climate change while contributing to opportunities for habitat creation, planting, and amenity value.
How will public feedback be used?
Feedback from the local community and interested stakeholders is invaluable. All feedback has gone towards shaping our proposals and has helped IM Land better understand the aspirations and priorities of Broughton Astley. All feedback submitted has been reviewed and has helped refine our proposals which have now be submitted as an Outline planning application.
When will a planning application be submitted?
An Outline planning application has now been submitted, further details can be found on the Council’s website once the application has been validated.
